Check out my Part 2 speculation thread. That mystery lady appears beside the Lord President of Gallifrey in the preview clips. Why would the White Guardian be standing alongside a Time Lord in any event?

I'm not saying I think she's Romana, either. I think she just happens to be a random Time ~~Lord~~ Lady who happens to occupy an important position in the inner workings of Gallifreyan politics, and seems to be working to oppose Dalton's President character.

I suspect that "Crazy Doodling Time Lady" somehow turned Dalek Caan into her puppet. That all Caan's drooling singsong madness was really "Crazy Doodling Time Lady" who had somehow possessed that particular Skarosian mutant and was setting the Daleks up for their final defeat.
