Of The Queen and Frost/Nixon fame, is being considered to play the villain. And the name of James Bond's arch nemesis in this movie? According to the Anglophenia Blog, itsSid Seadevil Ernst Stavro Blofeld.
More news as it becomes available.

The internet has disappointed me - there are, at least according to Google Images, no photoshopped images of a bald Michael Sheen holding a cat.
Playing a madman out to dominate the world who'll take no dissent and stamps down brutally on any opposition? After playing Blair and Clough, it's not much of a stretch for him, is it?

I'm far too Bond-like myself to make a believable antagonist. Well, unless than were to go the "Anti-Bond" route.

Nope, not so much. I think "terrify" is definately the right word.
