I'll be kind and say the first episode bumps it up to a poor.

Rarely can a story have been so quantifiable episode by episode.

The Space Museum. Suprebly atmospheric. 5/5
The Dimesnions of Time. Dire 1/5
The Search. Why bother looking? 1/5
The Final Phase. At least it's the end, and the Dalek reveal was a huge surprise back in 1965. 3/5

So that's 10/20. Oops, that's a problem. Will be very generous and round it up to 3/5 overall.
