The TARDIS is stolen from Gatwick airport in 1966, and the Doctor and Jaime pursue it, arriving in London, 1866. And they find the Doctor's oldest nemesis up to even more tricks. And thrown into the bargain is the arrival of the Doctor's newest companion: Victoria Waterfield, just in time to complete the second Doctor's first season.
