Many on the list have categorically said they don't want the job. Jason Statham, much as he has a phwoar factor for me, seems to have a lucrative Hollywood career making poor action flicks for lots and lots of money and is unlikely to pack that in. Likewise, James McAvoy is now a big name in Hollywood, probably same level of 'celebrity' as Sir David of Tennant and I can't see him doing it.
My personal faves would be Jack Davenport, Richard Coyle and one who isn't on the list - Matthew McFadyen.

Certainly most of the names on that list are just somebodies idea of wishful thinking. Matthew MacFadyen claimed on Mayo last week that he doesn't watch it. Which makes me think - given he has young kids - that he doesn't like it.
My favourites would be - in no particular order:
1. sam West
2. toby stephens
3. Jack Davenport
4. Sean Bean.
5. Rupert Penry Gorgeous
6. Little Tom Hollander (purely so we could get the entire cast of Cambridge Spies on the list. Though he would be good. If diddy)

As well as being the son of Bradley Hardacre and Sybil Fawlty, he's also on record as being a big fan of Dr Who, so I totally agree that he'd be a good choice for the role.My favourites would be - in no particular order:

I think he finished his time there earlier this year (IIRC, the Crucible is being rebuilt) but he's still mainly doing stage work. Dexter quite probably should be taken seriously as a candidate. And he was good in Random Quest, even if the adaptation itself wasn't brilliant, though I suspect Frank and I will differ over the necessity of them including several scenes that were just Sam West swimming.
