I thought the idea was that Moffat was going to stay through Series 9, and he'd be replaced after that.

Having met the C=O, I don't think his biggest issue is the possibility of 'expanding.'
On the subject of this potential replacement of Moffat, I'm inclined to agree with the C=O's assessment of the situation. I seem to recall an interview he gave a few months ago where he not only described his (and Gatiss') plans for a fourth and fifth series of Sherlock, but a 9th series of Doctor Who. The plans were rather vague (not surprisingly), but Moffat had clearly given it some thought. And I can't believe someone internally at the BBC is wanting to show Moffat the door, not given how he's taken this show to new world-wide levels of popularity.

Given that production on S9 starts in January, and there'll be a lot of pre-production work already going on, we'd likely know by now if Moffat had been replaced, wouldn't we?

We may need to start a Series 9 News & Spoilers thread. I'm guessing Moffat hasn't gone to all this trouble to migrate the show to a fall start only to change that now. Which would seem to indicate another late August series premiere?
